Ross Clark, frequently to be found on the Times Comment pages, has a new book coming out. How to Label a Goat is an attack on "the silly rules and regulations that are strangling Britain."
I have just begun reading my advance copy and chortling my way through a description of statutory shopping trolley removal policy. It has also made me very angry.
The publishers have asked me to vote on the most ludicrous piece of red tape and provided me with a shortlist:
- Gordon Brown for his pensions 'simplification'; the notes for which ran to 1369 pages.
- The introduction of the Home Information Packs (HIPs) and the subsequent dropping of the Home Condition Report; resulting in many trained Home Inspectors without jobs, at the cost of £10,000 each.
- The Welsh Assembly for their Sheep and Goats Identification Order; it took 45 pages to explain the regulation on size, shape and colour of the ear tags.
- Tessa Jowell for her attempt in the gambling bill to put a cap of £5 on the value of soft toys given as fair prizes.
- The National Fares Manual, used by train operating companies; it runs to 112 pages, containing 70 different kinds of train fares.
