The Prime Minister has just pledged that unless contract cleaners in hospitals meet the highest standards of cleanliness they will lose their contract.

Could we extend the principle to government departments? You know, if they don't come up to a certain standard, there's some kind of sanction? You know, maybe the minister has to resign or something?
