"This document is not raising money for Ken"

Ken1The Labour Party says this form solicits donations on behalf of the London Labour Party, not Ken Livingstone. Some may beg to differ.

It's an important distinction. Money raised directly for Ken is subject to much stricter rules than money raised for the party. The declaration threshold is £1,000 rather than £5,000, is published every month and, crucially, is identifiable as money meant for Livingstone.

The rules say that money can go to the party "unless the person giving the donation specifies that it is for the benefit of a particular candidate".

Can you see anything on this form that suggests that it might be specifically for Livingstone?

The Electoral Commission, which Labour says has pre-approved the arrangement, is looking again.

Update: A Labour spokesman said: "All fundraising for the mayoral and the GLA campaigns is done by the London Labour Party." But Andrew Tyrie has pointed out that the document says at the bottom that it is "printed and promoted on behalf of Ken LIvingstone".
