The best ministerial statement of all time?
Sports Minister Gerry Sutcliffe has told the licensee trade magazine the Morning Advertiser that Alistair Darling was wrong to raise beer in the budget and "I think the industry’s right to be upset. We, and I speak as a champion of the pub trade, want the Chancellor to change his mind." Unsuprisingly after a period of reflection, officials say Mr Sutcliffe has changed his mind.
"His comments do not reflect his views"
... says a Culture Spokesman, doing the nation which produced Orwell proud.

Didn't Bernard Ingham say something similar about a Govt minister in his time?

No. Ingham (according to the late and sadly missed Alan Clark) said "What Mr Clark meant to say was......" etc. This gave Clark a position of being mistaken, misinterpreted or pissed - possibly all three.
By contrast 'His comments do not reflect his views' is an altogether more damning statement, indicating that Sutcliffe's mouth is physically detached from his cranium.
