Why is Cameron witholding the title of deputy from William Hague

In a fascinating interview in today's Sun, David Cameron dances around the exact status of William Hague.

William is effectively my deputy in all but name and people need to know that. I have been in this job for three years

If Mr Hague is playing the role of deputy, and you are prepared to acknowledge he fulfils this role, then why is he not giving him the title?
